1 cup water
1/2 cup evaporated milk
salt and pepper
cooking oil for frying
4 tbsp cooking oil
2 thumb size ginger
5 cloves garlic
2 to 4 tbsp soy sauce
4 tbsp oyster sauce
ground pepper
2 cups water
1 tbsp cornstarch and 1/2 cup water
red bell pepper
chopped kinchay
chopped scallions/green onions
